I started using the Valiant and haven't looked back, to me it's basically a lighter BW that carries more ammo.
After giving the Valiant a thorough re-test, I can confirm its now back in my personal selection. I never really tested it properly initially and with a barrel upgrade, I found its performance to be brilliant for a semi-auto rifle.
The eagle (IMO) is a mini assault rifle that can do incredible damage with ammo powers.
This is another weapon I'm giving another chance to. People have said its more of an assault rifle than an SMG, perhaps. I think it appeals to the same crowd who preferred the Locust back in ME2. Definitely one of the best heavy pistols, but still an oddity as it functions nothing like any other weapon in its class. Whether its useful depends on what else you're carrying (though I will say it performs well alongside the Particle Rifle, oddly - it handles in a similar fashion but works better at short range at the cost of DPS.
I don't think the N7 weapons were designed to be ultra powerful, though the valiant comes pretty close. They were designed to be unique alternatives, even on insanity, though I think the soldier is the only one able to make each one completely viable all the time, with a few exceptions, because of ammo powers.
I think, as a set, its quite well balanced - the only weird thing is that a lot of the weapons function like guns of other classes, so it can make them a little awkward to get used to. Crusader seems to work more like a heavy pistol, for instance.
