So, I slap on 'Ultralight Materials' on an SMG that otherwise wouldn't give me +200% recharge speed and go to check my Incenerate's recharge speed... it doesn't get quicker from when the SMG didn't have the lighter materials... but when I use a default lighter weapon, the recharge speed does get quicker... essentially, the "Ultralight Materials' mod is lieing to us - saying it makes the weapon lighter, which should in turn speed up recharge speed, but it doesn't.
