I think that asking now is the prudent thing, as it makes it a proactive statement that what made previous Bioware games successful. Supporting the community and it supports you back.
A toolset makes it so that we can customize our gaming experience and the content. It doesn't reduce DLC and Bioware has said in the past they wanted to do it and recognized the advantage of having people continue to play their games even after the release.
Dragon Age Origin's replayability is what built the strength of this franchise.

Why offer mod tools when they can offer you 1 1/2-hour DLCs that reuse 80% of their content from the main game for $10 a pop?

Because despite there being addons and mods available, players have consistently contributed to Bioware's game and in many cases those same modders ended up with jobs at the company. Whether it was Baldur's Gate, or Neverwinter Nights the clear picture that defined the games was that people spent so much time on the game that their friends, and their friend's friends also bought the game to experience the content made by the community.
