I do not believe so. I get the understanding that they evacuated the Council onto the DA by the time the Alliance is ready for their attack. If so, the only way for them to die is for the DA to go pop!
EDIT: That's the story-book reason. The technical reason is that there is only one option for saving the council and it is tied to the DA's destruction.

Well that's lame. I'd like to see all the new council characters in the next game, but meh. The DA is just a slightly different graphic, it doesn't do anything special.

It's logical, you save the ship, you save whoever is inside. If you want to see a new council, then just don't save the DA. The ship is lost, yeah, but who cares?
