I just realize on my rogue I forgot to get this because I got distracted RL. Is there a way to find this recipe or do I need to use the console in some fashion?

If you have the dark emperium I think you can buy it there if you missed it. This also goes for any ingredients you might have missed in act 1.
According to Wiki you can find it on the wounded coast during act 2 and 3.

It's supposed to be on a "sitting skeleton". Just as the east-west path splits off towards where the Tal Vashoth were in act 1 against a tree trunk.
