Liara does. So does Kaidan/Ashley IIRC. Miranda does too. Jacob... cheats on you. Not sure about Thane but I think he says something along that line too. Tali definitely does. Jack... well, she says it her way ("When this is over, I'm gettin' laid..." followed by Shep's "I love you too, Jack"). Garrus, yeah, I think he says it too. That should account for all the squadmate LI's... as for the other ones like Chambers and Traynor/Cortez and Allers, I have no clue.

I think it has to do with her dying so hell she can say it, mean it for that moment, then die and never have to worry about it again.
