Right! She's even a bit strange about it when you're in London. I almost got suspicious.

I think it has to do with her dying so hell she can say it, mean it for that moment, then die and never have to worry about it again.

Keelah Se'lai has a bit more to it than "aloha." Especially in the context of the scene.

That being said, it would've been nice for Shepard to say "I love you" to her during the (too short) romance scene later in the game.

In the final goodbye scene, they recollect what they said to each other on Rannoch, with each saying the other one's lines from that scene. So Shep does in fact say it.

If you watch the video it looks like Shepard was going to say, "whatever happens; I love you." Instead Tali cuts him off and says, "I know."

Yes, but he does say "I need you" which from him - is as good as it could possibly get.
