I started a new game with the vanguard and plan to use defense drone. But it can't even handle the husks at the very first mission that you can take out with one hit. Is this thing useless it is just need to be upgraded all the way?

I was having the same thought and using this as my bonus power for my Vanguard. The damage is very low according to the wiki (58ish fully maxed). I did see it has some limited CC which could be useful if rapid fire is chosen over damage.

I think the indifference might stem from your seeming misunderstanding of Defense Drone's purpose and the resulting terribly inaccurate thread title.
I personally couldn't imagine a better fit for my 1 Person Squad Engineer. Just like my other Drones/Sentries, its main benefits are that it disables enemies and provides a great distraction. Alone, on a Vanguard, would that be effective? No, probably not, and it'd honestly be one of the last powers I'd ever consider using for that class.
When you couple it with similar powers, though, it really shines. I can't even tell you how many times I've run in to flank a group of enemies being peppered by my Combat Drone's rockets and blanketed by my Sentry Turret's Flamethrower only to watch the lone enemy who thought he got through to me get tased flat on his ass by my Defense Drone. It's a real savior sometimes. But don't expect it to do your work for you; it's a savior when you don't expect and/or need it to do more than annoy and zap your foes.

So in othe rwords yes, you do need to have it upgraded all the way? Since incapacitate is the level 6 upgrade after all.

I haven't actually used it yet. Does it stay where ever you spawn it like a turret or decoy? If so it would probably work well for classes that hang back more whereas vanguard does draw a lot of threat just from the cqc playstyle.

No it follows you and attacks things that get near. That's why I assumed it might work well with Vanguard.
But it doesn't do much damage and only lasts about 8 seconds or so (there's an upgrade to double it).

Its damage is absolutely negligible. Its purpose is to keep enemies off your ass, and its ability to do so increases greatly with the final upgrade, whether you have it disable one enemy to a greater extent (incapacitate) or additional enemies to a lesser extent (chain), so yes I would suggest you evolve it fully. Increasing its range and/or attack rate will obviously also improve its capability to remove heat off your ass, so upgrading it is definitely essential to its effectiveness.
It's above all else a defensive crowd control power, though, so damage is the last thing you should consider it for. And again, it's absolutely perfect for an Engineer who's already spec'd for Drone Mastery with a Combat Drone floating around launching rockets and a Sentry Turret igniting enemies' faces. I'd maybe consider it on a CC Sentinel too, or a CQC Infiltrator (though there's a lot of other powers worth considering for those builds).
As far as a Vanguard goes? Maybe if you take its Chain upgrade you can Charge an enemy and have it stun anyone else surrounding you? It could potentially work pretty well but I think only with that evolution. Let me know if you try that and it works out for you.

I used it on my insanity Sentinel playthrough, and it was pretty useful. If I got flanked it would shoot something enough to give me a chance to move, and was handy as a minor distraction.
Keep in mind that bonus powers are just that... gravy and not a main course. The meat of your class comes from your class abilities, and adding another power to it will usually either
A) use up a cooldown you are already using with your other class abilities or
give you a redundant defensive ability (although with fortification and defense matrix you get the added cooldown reduction to go with them).
Just plan how you want a bonus power to work, and choose accordingly.
Keep in mind that bonus powers are just that... gravy and not a main course. The meat of your class comes from your class abilities, and adding another power to it will usually either
