I'm partial to the Salarian Dalatress. She actively wanted to doom the entire universe because she was a jerk.

Defiantly Han'Gerrel. The dalatress was at least trying to think about the future impact of having so much krogan. All Han'Gerrel wanted to do was wipe out the geth, even it it cost him all of the quarians to do it.

The Dalatress was right. The Salarians kept more or less out of it, and Sur'kesh escaped the war unharmed. They're now better off than any other race in the galaxy AND they never have to worry about those blasted Krogan again.
Han'Gerral's just a trigger-happy cowboy. Loves kill'n him some robots. Hard to hate on his enthusiasm.

The Dalatress by far. Even Han'Gerrel is capable of being swayed, although it is only because he finds out that the geth will return to previous strength as they were under reaper control. Even then though he does not make a fuss the way the Dalatress does. She is beyond closed minded when the galaxy needs to work together in order to defeat the reapers. She is unwilling to look at the current situation because the Salarians are not being hit as hard as other races and instead dwells on potential consequences for curing the genophage. Had the coalition Shepard creates failed because of the lack of Salarian support there would be nothing that could save them from the reapers...

Dalatress, easily. Han'Gerrel is just trying to reclaim his home planet from an enemy that has never shown anything but hostility to organics in the galaxy (quarian and otherwise), except for Shepard. He was never there to see the heretic geth, or learn all that stuff from Legion.

Both of them were idiots. Gerrel deserved more than a punch to the stomach but in the end his stupidity would only hurt 1 civilization in particular. The Dalatress on the other hand wanted Shep to risk the cornerstone that the fleet was being built upon because she was a short sighted racist.

It didn't occur to me that the Salarians basically came out of the war unscathed. So pretty much if anything gets fixed they're gonna be kings.

Dalatrass. I hated her, she tried to doom the Krogan to extinction because of what -might- happen. Gerrel had his reasons to doing what he did, think of him as a ruthless, renegade shepard trying to retake Earth.
