Back then, I had no problem and played with windows XP.
When my hard disk drive had a problem, I changed it, buyed windows 7, installed the game again, connected to my account (where I can still see my old characters, even those from the DLC content), but the DLC content remain unautorized now (while they are recognized by my BSN account).
And of course, the redeem code have already been used, so I cannot use it again.

a. Do the DLC show-up on your entitlements page? social.bioware.com/user_entitlements.php.
If so, you might have to re-download them to get them working.
b. Have you contacted EA Customer Service? support.ea.com
They're the only ones who can fix authorization issues. I always recommend using "Live Chat" through the "Talk to a Game Advisor" link.
