If you watch the vids on TIM's base in ME3, they make it pretty clear that the Lazarus team wasn't making much progress until Miranda took charge. IMO, that speaks to her importance in bringing back Shepard.

Why did they believe it was futile unless there were no appreciable results? Either they were the laziest team ever, or it was Miranda who brought forth the results.

I think the issue comes mostly from Ashley openly saying she is relegious and being more open of her mistrust for nonhumans. Mirandia also has that catsuit and the cammra view loves to hover over assests.

I would only say that ME1 Ashley > ME2 Miranda (at first glance). Ashley came off as a real person, Miranda was an ice queen with daddy issues.
Then ME3 happened.
ME3 Ashley is awful. Awful! She's mopey and whiny and hates Shepard and almost shoots him and is always questioning Shepard -- really throughout the entire game. And she talks slow. And she doesn't DO anything! She's just sort of there but not even in an interactive way. The best thing Ashley did in ME3 was get drunk and pass out on the floor.
ME2 Miranda (post-loyalty mission) + ME3 Miranda is so much better. She actually grows as a character. She's trying to save her sister, and risks her life to do so. She regerts undermining Shepard earlier, but she's still capable and independent. And yes, there are too many gratuitous ass shots of her but I don't hold that against her.
My opinion of Ashley dipped so low after ME3 that if I ever play it again I'm leaving her behind on Vrmire. And I've saved on every one of my 10+ ME1 playthroughs and stayed loyal to her throughout ME2....
