Is 5g the max you can give as charity?

Or does the game reach a point where it automatically takes the most gold you have and offer to npcs at various times?

If I have 100g will the game prompt me to offer 100g as charity depending on the donation/charity situation?

Yes.

If you mean to the war effort, I think the max is 30g. Atleast that was the max I saw.
