Congratulations on another successful N7 Operation!
We had a record number of soldiers promoted last weekend: over 350,000, shattering our previous community goal of 150,000.
Victory Packs and Commendation Packs will arrive no later than Wednesday April, 4th. Make sure to redeem them and begin training your new recruits. Operation Beachhead is scheduled to deploy next weekend, April 6th- 8th and will require expert trained soldiers to complete. Stay tuned for more information on Operation Beachhead later this week.

I am just disappointed with how Bioware is handling problems. I am not trying to blame Bioware for Sony's issues but clearly Bioware didn't do their best jobs.

I think I'll only promote for events or maybe what I like to call weekend renewal maybe I should do that... I unno though I like having lvl 20s so yay 1 Compack and 1 Vicpack sadly they removed jumbo goodies pack.... I wounder if they just keep doign that every weekend cause I just want a perma pack like that to refill my essentials supplies and more ammo stock up on wouldn't hurt (I keep a stockpile of all the equipment and if I use it I must always leave 1 remaining)

I suspect that "no later than Wednesday" is meant to infer 5PM PST like last time, as whether you get it at 5PM PST, or 8PM EST, it's still no later than Wednesday. That said, I'm not sure what time that translates to in GMT/etc but I assume it fits the title of "no later than wednesday".
As far as "Beachhead" goes, it sounds as if you'll need either levels 20s or promoted characters to participate in this event. The former would seem redundant with last weekend, the latter seems appropriate considering the sequence of the last two events (Train w/ Exp Bonus, Promote, Somehow use Promoted Characters for ???)
EDIT: As far as ugprades for owned weapons, there is no evidence that says that your next n7 reward cannot be for the gun you already have. It seems appropriate that they be upgradable, as there are only 4 of them in the collector's edition content (Argus/Raider don't count) so they'd only have 4 weekends until they ran out of content for said rewards if they were capped at MK1. With leveling, they have 40 weekends of content.
