Yes.

They started giving them out, and apparently it goes down a list rather than an automated application all at once.

Partway through, they discovered some people were receiving double packs due to an exploit.

They stopped distribution when they discovered that, and are tracking down and fixing the issue, at which point they'll continue down the list from where they left off.

Your weekends are quickly turning into a little bit of a joke, why cant we get the packs the instant we complete the task anyway? Is it really all that hard??

i have been wondering this also. BW and EA are doing things the hardest possible way. If they were smart, they would do what you said, or they would simply have a temporary marker on your client info once the task is complete then run an automated script that sends only one pack to the clients with the marker and removes the marker once the pack has been redeemed(or hasnt been redeemed due to the silly time limit, think about how much this hurts those players who have to go on a holiday or something since they cant get their packs in time and cant redeem them after the weekend event, FAIL BW JUST EFFING FAIL!)

Cant you read? Second sticky down, "OP raptor commendation pack update"

People exploited a glitch that gave them more then 1 commendation pack, so they have stopped giving them out till they fix it.

Oh joy, so bioware just decided to suspend all pack-giveouts because of the glitchers? been over 24hours with no new 'update'

Why did they bother? nobody has been banned for the day1 credit farming glitch thats pretty damn widespread in mplayer already : and then with the advent of the commendation pack glitch, its now pretty standard to see people with double digit N7 rating that are packing MkX-N7 guns...

Highly doubt we are going to see any commendation glitchers banned, nevermind the always-doable credit farmers
: so in short, everyone legit and waiting for their packs = screwed
but cheaters = almost infinite N7s/Credits now

Congratulations on another successful N7 Operation!

We had a record number of soldiers promoted last weekend: over 350,000, shattering our previous community goal of 150,000.

Victory Packs and Commendation Packs will arrive no later than Wednesday April, 4th.  Make sure to redeem them and begin training your new recruits.  Operation Beachhead is scheduled to deploy next weekend, April 6th- 8th and will require expert trained soldiers to complete.  Stay tuned for more information on Operation Beachhead later this week.

Same here. I don't remember which pack it was I got but it was just as you say "consumables". I mean, if all I wanted was consumables then I'd just buy a crap-ton of recruit packs, I mean, it's Thursday and USPS could have had this delivered sooner.

-Bioware, I'm not spiteful, just telling you what you need to hear, not what you want to hear. I do like this mission idea every weekend though as, without it, there's not much of a purpose to playing the whole multiplayer thing
