I remember towards the beginning of the game she called Shepard "commander" when saying goodbye during a private conversation. That sort of thing, plus the "just friends" on the Citadel, and the lack of acknowledgment of LotSB altogether make it a very strange and awkward LI path to go down.
The sad thing is, her romance is probably the one most paid attention to by the writers. The actual love scene, and all the time spent with Liara seems to be higher than 90% of the other romances. And even then, it still feels off.
They really dropped the ball on the romances IMO. Considering this is the final game, and we've spent so much time with these characters. I guess it just goes to show how focused they were on the reaper plot, they kind of put the characters on the back burner.
I was actually pretty happy with the way Miranda was handled as an LI in ME3, fade to black and randomly reappearing outside the apartment aside. When Shepard and Miranda talked, there was an actual couple-y (please forgive the made-up word) feel to it. With Liara on the ship with you through the entirety of the game, you would expect that there'd be a similar dynamic but for the most part they seemed a bit distant and "just friends" as she puts it on the Citadel.
