Ive seen this issue posted while searching for a fix but there appears to be no fix/comment and others appear to be experiencing the issue in multiplayer.

In campaign mode my powers have disappeared and my quickslots wont work. I have not done any of the things that I have seen others do that have caused the issue like changing class etc. 

Im playing Vanguard so its a massive game killer what am I supposed to do at the Cerberus operatives, break my arm at them? 

Ive played through twice as a soldier and did not encounter the issue though it may be that I simply didnt notice it. Weapon swap works fine, its only the powers that have bugged out/disappeared and my squadmates ones are selectable just fine. 

Restarting the game doesnt work, exiting to menu doesnt work, reinstalling the game doesnt work (thankyou EA for your amazing expertise  They also suggested I simply start playing again which is a pointless venture in fixing the bug) 

EA tech support and they told me to make a post here but couldnt tell me if the bug was recognized, or being looked at, or resolved.

I see lots of people are getting this issue but I cant find anywhere where there has been assistance given from techsupport. This is really infuriating, what am I supposed to do, go to the park and kick a ball around for a few weeks? theres sun out there...

NEVERMIND I figured it out it myself :/

For anyone else experiencing the issue in the way I have:

If you havent downloaded the latest patch do so. This will however reset your talent points (so then your powers wont work because of that as opposed to the issue without the update) re-do them and then it will work again. It seems this issue will come about if you dont apply the update and re-setting of your talent points.
