It does not work in either SP or MP, confirmed on PS3 as well.

Its the one that gives Concussive Shot your Ammo Power properties to it.

Right now Shredder only works.

This really needs to be fixed, since Soldier essentially has only 1 upgrade path for 1 of its 2 abilities(I don't count Grenades, because they are limited and also only have 1 useful upgrade path).
