I just can't imagine the developers (much besieged as they are) sitting around and saying, "All right. Let's write a completely useless character whilst killing off previously established ones. We'll get the most cardboard voice acting available in the industry, I already have someone in mind."

If we compare face map to face map, it's quite valid. The time it took to map Chobot in could have been used to map in Ash Sroka or whomever to give Tali an actual render. And well, whilst it's doubtful that the time would be perfectly interchangeable, considering that Tali is a core character in each game and that Allers is completely useless, it would be time well-spent.
Even if they had to put in the Allers character and were compelled to use Chobot because of her outstanding (!) voice talent, there is zero reason her face needed to be scanned in. Far more important NPCs have gotten less.

See how subjective preferences for content works? She is no better and no worse than having someone else fill that role. A new character to interact with.
She's just a marketing ploy, dude. As a new character, she's distracting and out of place.
Edit: I would have traded her in for a long interview with Emily Wong and a half-decent pic of Tali's face without a second thought.

I had zero clue who she was till ME3, and despite her decent looks IRL, her port makes her look like a "maitresse" and a cheap one at that. I can find no logical reason why she was chosen over Khalisa or Emily wong. I can find even less reasons why she was jackbooted into the story either. You dont "embed" reporters with DEVGRU/Seal team Six.

Even if we had to have a new character, why not integrate her with the squad more, I'd come to appreciate her better if she shared her own views with other squadmates, even if she is a reporter we could see some interesting banter.
