I'm only interested in the tomes he has, but I've already done both the Werewolf/Dalish AND the Magi Circle quests, so why hasn't he got the tomes?

Everyone's been saying he changes stock after 2 major quests.

He does are you sure you completed it because it's always two treaties. If not, that's a lame bug.

yes, I've done Mages and Elvish treaties.

Try doing the redcliffe quest up to saving the town and then see if Varathorn has it, if not then clear out the castle and before dealing with connor check then. If not after that, deal with connor check again. And if by that time it's still not in then I'm guessing you need to complete the urn of andraste quest.

Someone said that it's actually Urn + Dalish, so I don't know. But then that's a bummer since I was saving the best for last(Urn).

He's directly opposite the Keeper's caravan.

He gets new items when the Landsmeet related stuff starts in Denerim.

Seriously? Not 2 quests? Then what has everyone been telling me.

I did redcliffe, the mage tower, and the dwarf area, plus a couple minor quests in denerim. Then I went to the dalish, he has his uber stock, tomes and some nice shortbow included.

EDIT: meant dwarf area, it also unlocked gorrim's stock too.

Anyway, I'll check it out soon. I'm currently doing Redcliffe.

I can confirm 100 percent that they will get their second stock well before the landsmeet. It's either 2 treaty quests need to be completed OR one treaty quest and the entire redclife/urn of andrastes arc. I'm leading towards the latter though from my own experience.

It cannot be Treaty since I have done 2 treaties.
