No, it's in-game. I'm talking the part from where Shepard wakes up by the beam to the choices at the Catalyst.
The game uses an "injuredpawn" flag to enable shepard's limp and animations, however it somehow cannot be disabled during that entire part of the game, even though it can be turned on and off at whim via the save editor during any other portion of the game.

Heyyyy there, I've done some hair mods, so I might have a couple suggestions. I'd PM you but that ability was removed because lolwat who could possibly have a reason to PM people on the BW forums unless they have friended each other already? >_<

Got a Shepard I made in ME1 and has been imported straight through to 3. The import from 1 to 2 was perfect. The import from 2 to 3, less so. If I'm reasonable about it, Shepard still looks like Shepard. But once you've invested 160+ hours into a character, it's hard to be reasonable about their appearance.
The face appears too gaunt
The eyes look perpetually bloodshot
The green of the iris isn't as vibrant as I feel it should be (or was)
The skin tone is way too pale
The hair is the right mesh, but looks like a wig with an obvious skull cap
The hair color is jet black, instead of the reddish brown it should be
Basically, a Shepard that once looked (to me) completely at home beside the other NPCs, now frequently looks out of place.
I know there've been plenty of issues with imports coming unmodified from ME1, and even complications due to things being changed from 2 to 3 (I believe I read hair color was one such item), but after one playthrough with a Shepard that's a passing resemblance to what I started with, I'd like something more accurate.
So what are my options? I'm playing on 360. I grabbed the mod tools for ME2 and 3. I have save files readily available.
I've already made numerous attempts to straight copy facemesh values from ME2 to ME3 with zero success. Zero meaning absolutely nothing changes. At all. I've yanked the color values for eyes, skin, and hair all over the place in an effort to get any result, ensured the changes were reflected everywhere, opened it up in ME3... and seen nothing different. Yet the save says Shepard should be running around with neon green hair and pink eyes with blue skin.
It's supremely frustrating. So... Help? At this point, I'm even willing to pass the relevant save files along to someone who actually knows what they're doing.

Simply download this BIOG_HMF_HGR_SHP_R and replace it with the original in the CookedPCConsole folder in the Mass Effect 3 folder and run the MOD files with ME3explorer (also in the download link).

As an extra treat, I've also added the Asari Commando armor instead of the Dragon Age armor. Note that the resolution isn't up to par, but it's still better than a medieval armor.

But in all seriousness, multiplayer characters in single player would be both the coolest thing ever and almost impossible to implement without massive code rewrites, or case-by-case basis hacking. (I think. ME3 modding ran the hell off without me while I was busy practicing Volus Adept plat solo strategies)
Bold part is tl;dr - also feel free to correct me if this barely-informed ramble is making me look like the modding fool that I am
For a full, flawless implementation, not only would you need to have the weight system work with them as NPCs, but also make sure it doesn't with Shepard's squad, have henchdamage 0.3 apply to Shep's team but not the MP crew, get voiceover dialog if you're putting them anywhere other than AAA (which admittedly isn't what you wanted) different AI packages (especially so the volus, Krolord, and Juggernaut don't go for hard cover, but also for things as simple as TSol having better positioning and tactics with Marksman than Ashley, or Novaguards actually Novaguarding, rather than plinking with their weapon, tossing Shockwaves with the crappy accuracy of Jack every five seconds) on top of checking the EA servers for the information on your characters' names, stats, and appearances.
Oh, and you'd need to let them access their equipment, including heavy weapon, and gear. (Medi-Gel Transmitter working to revive Shepard would be a doozy, especially getting it working to save the Commander from instakills in the way it does in MP) So, yeah. The modding community has only just implemented MP powers in SP. (if you're good enough, you could emulate MP characters in SP with that, some texture and stat modding, and no using Shepard's squad at the same time) And it would obviously be PC only, so no love for me at all. And considering that I'm one of the few people here who's apparently actually attached to their MP squad...
As for what I came here for... solved my own problem. It was a data loading issue, not a save modding one like I thought.

1.2. Set Liara to recognize the romance activities related to LoTSB
a. Open save game editor and then go to the "Plot" tab.
b. Input all of the following IDs (one by one) into the "Bool" textbox. Then press "Get" button. Tick the box for to set
true.
*14169, 6927, 6931, 6815, 7051, 7035, 7151 and 6941
-I've tried changing the romance flag for ME3 itself.
-I've even tried getting help from EA (not helpful... as usual).
Does anyone know how to fix this!?

Depends on the mod. You could try and contact the people at me3explorer.com whether they'd take any in. I know they've been compiling texture-mods at least.
Otherwise, for stuff like reskins, mesh-swaps and what-have-you, I noticed that moddb.com did have a quite filled up 'addons'-section for Vampire: The Masquerade Bloodlines at least. Maybe mods of that kind could be uploaded for ME3 there by that means, too. There's one up already, anyway.

That's one way of going about it, yeah.
Otherwise, maybe leave it up here - for as long as it will still be available for download - and make clear in the description that people need to ask permission of authors first before they go and edit the files further for republishing. Putting up the project's new hosting site in your signature maybe would do as well to redirect anyone interested there, should you find one and wish to stick around here on this board.

Thank you for the reply. I think that every other romance is set to false. No other romance is showing "checked" in Gibbeds and this particular Shepard only romanced Liara in ME1 and ME2 (LoTSB).
I'm completely stumped and I wonder if my ME3 import is simply corrupted. Maybe I'll just delete the career and import it again... or better yet... I haven't played ME1 in awhile, perhaps I'll just go back and do it all again! Should be good times!
