I'm having a similar problem, and no solutions seem to be helping. The program is allowed through my firewall, AV isn't seeming to be the issue, etc. I've got DAO for the PS3 and beaten it, but I plan to get a PC version for Christmas (Yay, mods!), and would like to have the Lucky Stone, well.. just because. But I keep getting time outs, no matter what I try.
Hung up on Upload...?

I had the same problem while trying to upload my mage, but I found a solution. A little trivial, but it worked for me:
I made the mistake of logging in only after finishing my character. Each time I did it this way it hung up. So I first logged in, then loaded the pre-made character, went to the last part of the creation-menu where you can upload the character and both characters where uploaded within seconds (and even displayed in my profile). (PC-version)

So...is BioWare gonna get their act together and fix whatever bug they need to fix on this because its pitiful to have a creator that doesn't function properly IMHO. Game has been out over a month now and still I see no permanent fix on this issue. New download of CC and every suggestion on these forums and still doesn't function properly. You can see the two characters I "successfully" uploaded on my account but that still doesn't justify leaving what I consider an unfinished game utility for download to the public. Not sure if the consoles have problems like the PC users do but their creator is also built in and not a separate DL. Just a rant but I'm sure I'm not the only one...

ugh getting server error/timed out/unable to access online storage issues cycling through then having to alt+F4 closing because the upload pop over just keeps flashing over and over

I was having this problem also but I managed to fix it so that I could upload character info from the Character Creator to my profile finally. What I did was added these ports to BOTH incoming and outgoing ports of both TCP and UDP. TCP ports were 80,443,1024-1124,9960-9963,18000-18001,18120,18060,2790,28910,29900
UDP ports 1024-1124,18000-18001,29900,56479,57611,61434,61864
this seemed to work as I actually got to upload character info and it is also showing in my profile as well.

I get the message after I log in, that it can't connect to my online profile database.. I log in.. says logged in.. wait a minute.. then it pops up saying that. (whether i do nothing or go to creation doesn't matter).. Obviously the upload also times out and i get the same alt-f4 issue mentioned here cause I can't click the ok behind the Upload graphics.
I checked on my profile on this website and under Player Profile Diagnostics I get this error:
Unable to connect to the on-line storage server.
(basically same as i see in the CC and in the game) Obviously my portrait doesn't show up as you can see (currently).

atleast the profile works.. but it still never connects to the online profile database, and I still can't upload with the character creator.. i guess the ring is out of the question..
and yes i did open up all the ports like the previous poster.. oh well.

I am also getting server timed out trying to access online profile repeatedly. I tried disabling all my firewalls and all virus protection and running the program as administrator only. I am on Window Vista.
On a related note my online profle had not been updated on my game for over a week. It list my last character as being at level 11 although I just finish the game with that character today at level 24 and I am always signed on. I also been getting the message that the server timed out getting my online profile data also while playing the game. I hope this get resolved after the holidays and tech people return to work.

I found a support email and described my problem.. they gave me the specific ports that need to be unlocked...

If you're having issues uploading any of your Dragon Age: Origins characters to the BioWare Social Site, make sure you have port 18081 open. Be sure you have the requisite ports mentioned in the game manual(s) open as well: 80 (TCP/UDP), 8000 (TCP), 8001 (UDP), and 443 (TCP).

The poster above listed many that weren't really needed. With this setup, mine was able to connect sometimes (still not all the time cause i'm sure the servers are busy). I was able to upload a couple characters finally. Once you upload any toon, your entire account gets the ring on every save game and any new save game. You don't have to use it anymore after you get it to work the one time.
