i previously had mass effect 3 normal edition and registered the online pass from that, but i also registered Mass Effect 3 collectors online pass. Is this why i am not receiving the mass effect 3 code?

You have to go to your game content, find it on the list, click more info and download it from there and then extract the files. Please note you can't do this on your PS3, at least not as far as I am aware. Copy it on to a USB stick and you can transfer it.
