No, the Citadel is the hardware of the Citadel. The Keepers are maintenance bots.
The idea that there's an AI at the heart of the Citadel that has zero control over the Citadel's functions is absurd.
Have you ever played Mass Effect 1? The keepers are the second most important part of the citadel (after the catalyst), they are the only one who can signal the reapers return, they not just maintenance bots.
The idea that a software can do anything about the real world when their hardware was made inactive is absurd...

People here keep saying how they dont want a happy ending with blue babies, they just want a story that makes sense even if it ends with everyone dead. I guess the community is going to get what we are telling bioware we really want...

If you're playing without importing a character from Mass Effect 2, then yeah, it's not possible. But if you import a character from ME2, then it's absolutely possible. I did it. Yeah, I imported and had almost a little over 5,000 by the end game. I then played multiplayer which doubled it to close to 11k. Still, arguably, if you have to import to be able to get 4k+, one could argue that while not an outright lie, it is still, again, dishonest.

Its not any better buddy. You are not alone in thinking this. If bioware goes this route then ME 3 is dead. If they listen to the fanbase they can save this title. All they have to do is follow through with pre-launched promises.Robhuzz wrote...

The point is I dont want them on Normandy and want them on Earth and alive and waiting for Shepard who might have survived. In sigleplayer, because thats how I like playing my games.
The other thing is I had a perfect ME 1-2 playthrought and I never could get over 4000. First time I considered cheating. Gibbed save editor you are welcome.

Why would Shepard dream of his/her crew crashing on some planet, stranded? That's not happy. Just the way the whole Normandy escape scene is shown, never really added up to me as being apart of the hallucination.

Why scrapped? I keep hearing people say that they dont want a happy ending they just want one that makes more sense. Well there you go, they can make those scenes make more sense AND continue with their vision for the end of the story.
Making sense is kind of the bare minimum they need to do that we've been asking for. Hell, we shouldn't have NEEDED to ask for that, that's just poor quality control.
What most of us have problem with is the fact we were promised the same amount of variety and choice in the endig's as the rest of the series, and instead we get one ending in 3 colours that doesn't really have anything to do with the rest of the game, and for the majority of players that go primarily with the paragon path means the game suddenly gets utterly miserable and depressing out of nowhere, then ends with you objectively having failed and ruined the galaxy you were expecting to save.
Add in all the 'little blue kids' and he like the game makes you expect, and the general lack of reward for playing, and there's no way in hell most people are going to accept this ending no matter how much exposition is crammed down our throats.
And again, we were promised our own individual brings, not a one size fits all awful failure one.

Also there are A LOT of people around who also want an option for the story to end happily. I'm certainly not the only one...
Unless they go with the IT.

I'm not overly familiar with the IT, but the impression I got was that Shepard envisioned his/her crew in a safe place before he/she died. To have a sense of hope for the people he/she cares about. After all the first person who pops out of the Normandy after Joker is your LI.
