1-   If you import a save from ME2, play through the game once and then start a NG+ game, do you start off this NG+ game with the same parameters as your first ME3 game with your imported character (same people were killed/survived, same choices from ME2 ...) ? 

Or does the NG+ game start "fresh", as if you never played ME2 ? 


2-   Also, is there any difference when deciding on your Shepard's Background and Psychological profiles?  I seem to remember in ME2 that certain backgrounds and profiles favored either Paragon or Renegade but not sure.

You can't reset anything in a NG+ game. You just start on the level you were at. You can upgrade your weapons up to level 10 in NG+. You keep your paragon, renegade, and persuasion scores.

New game + keeps all parameters from your me2 game, while giving you all the items that you unlocked during your first play through me3. the profiles do affect paragon and renegade, the hero nets you paragon points, ruthless nets you renegade and survivior nets a little a both.
