Yep, I found the solution to the conversation bug in which Liara says it's been years and all that.
Also other things about the romance.
1) Liara calling you a friend during the time capsule dialogue is normal and inevitable.

2) It's normal, even for people who had Liara as a LI since ME1, that you have to say you want to be more than friends during the Citadel Dialogue.

3) The value thats obviously bugged is 6941. Just set it to True with Gibbed's Editor and you will hear the appropriate line during Liaras conversation in her office.
