I'm trying to get this DLC for Mass Effect but I can't register the game with Bioware so how can i do that.
How can I get bring down the sky if Bioware won't let you register Mass Effect anymore?

You shouldn't need to. I don't think it was possible to register the first game when I bought it a couple of months ago but I was able to download Bring Down The Sky. The only real problem was finding the download link, which they didn't make all that obvious. Apparently the procedure has changed again since then in that you now need to contact EA for a code. See this thread - that's for PCs. If you're on an XBox I'm not sure what happens but I guess something similar.
