They would have to release a disc with the content on it, that's kind of rare nowadays. Unfortunately those people would be out of luck. Would come with a Game of the Year re-release though, but that would probably cost a good chunk of change.

I think Bioware will just ignore the offline player percentage completely.. And claim they need broadband internet to download it, or alternatively wait until the GOTY releases, Ive been thinking about this very subject myself. And this was the best solution I could come up with.
