Being an owner of Mass Effect 2 on PS3, and having imported my Shepard from ME2 to ME3, I probably should be, according to the Mass Effect wikia, recieving an email ingame dealing with Kasumi Goto. I have not recieved this email, in my first playthrough, nor in the second one. Zaeed has made his appearance, but Kasumi has not. Is anyone else having this problem?

If memory serves, I think you need to speak with a C-Sec officer to investigate a Batarian on the Citadel first, and then Kasumi will "help" you with the mission when you go to the Spectre Office. I put the help in quotes because her role in the game is extremely small - a handful of dialog, and she spends almost all of her time in the game "cloaked" - i.e., not actually visible, just a disembodied voice.

I wouldn't really worry about trying to track her down too much, it's not worth the effort.

She appears during the Hanar Diplomat sidequest.
The mail from Spectre Jondum Bau doesn't mention Kasumi. You have to talk to him near C-SEC offices on the Citadel Embassies. Kasumi is mentioned during this conversation (this conversation starts the sidequest and you get to talk to Kasumi when you go the Spectre Terminal to start the investigation).
Of course, Kasumi will only appear/be mentionned if she was recruited and survived the suicide mission in ME2.
