If you strike up a convo about what Darrien is going to do in Ostagar with him in the human noble origin, he continually talks about Bryce's horse and his role in tending to it as a glorified squire.
There's an option when talking to that halla herder girl in the Dalish camp when you mention humans in Ferelden use horses.
So yes, there are horses, and they're plentiful enough to be used in war.
Why don't we see them in game? A wizard did it.

There are no horses in the game because we had time for a limited number of models, and engineering a way for NPC models to ride horses when we weren't going to use it for PC models seemed like a waste -- as nice as it would have been, yes. Loghain's men were supposed to be cavalry originally, for instance, and a charge on Denerim at the end would have been cool (even if a tad Helm's Deep-ish, I suppose). But such is how it goes.

i was talking about cutscenes only. you the ostagar charge instead of dogs or with dogs

Oblivion mounts were very awkward to handle. I think DA:O mounts would have to be similar, so it might be better not to have them.
It would be pretty cool if they included the models for NPCs and in battle scenes and so forth.... but apparently they lacked the resources to do so.

To be honest, the more responses I read from Bioware staff regarding things they could have done just sounds to me like the game was rushed. What ever happened to releasing games when they are DONE?
Perhaps we have EA to blame for this
