 For the same reason you can't romance Kasumie, Shiala, Gianna Parasini, Random Guard on Normandy no.2 or the Hanar who saw the Enkindler. We have a sh!tload of LIs: BW should fixed existing LIs or eventually add romance with squadmates (more important characters)

You know what's funny is I assumed that Gianna and Shiala would eventually turn into LIs since if you help them twice (Once in Mass Effect 1 and a second time in ME2), they sort of hint that when Shepard is done traveling around space and being hero...(insert sexual innuendo here)

I was actually pretty surprised to find out that you never see them again, or at least I haven't. The most I got was an email from Shiala. So far nothing from Gianna.

You get email from Shiala? Really? Hunh, I didn't. Maybe because I was a renegade b!tch when talking to her. (She should be grateful, on the first playthroughe of ME1 I always killed her lol)

Maybe not a full out romance, let's be realistic - if we're not allowed to cheat on our LI, we're not going to venture with "mixed generations" relationships. But I would have teased/flirted with Chakwas now and then. It would have made a more light-hearted atmosphere on the Normandy.

If you helped her in ME2 with the Asari at the shop refusing to help the Zhu's Hope colonists with the medicine, then she hints that she may want something more with you (not sure about FemSheps).  The way they handled her and Gianna made me think that they would be flings in ME3.

I got a message from Shiala in ME3 saying that she was still helping the Zhu's Hope colonists.  I forget the details.  I'll try to find it on wiki and add it to this post.

EDIT: She states that they sort of have a "hive mind" now after the Thorian in ME1.  She thinks she is still indoctrinated but their hive mind overpowers the Reapers:
