Actually I can. That's fairly consistent with what was being done on Earth if you'll recall. They had indocrinated higher ups trying to convince the rest of earth not to resist and to give up.
After all, even the Reapers aren't invincible and propaganda that lets people think that there can be a peaceful resolution if they surrender gracefully they might be spared is something that they've tried before. (Saren)
That aside, I agree with pretty much everyone in the thread that I'm not spending a penny on Palaven DLC until the endings are fixed. Bioware can take that DLC and shove it straight up their pooper.

Fedorian is dead in M3, the new Primarch is Vyctus. It is just a report during M3.In an emergency broadcast from an undisclosed location, Primarch Fedorian admitted it is possible Palaven’s communications with the rest of the galaxy will go dark during the fighting.

It would be more tactical to broadcast images of dead Turian commanders or civilians. Serving as a sign of what is to come for every organic alive.
It would show that nobody is safe, no matter who you are. A fate worst than death is coming soon.
Scaretactics and propaganda is only worth it when there is something to be gained. What could possibly be gained from transmitting any images at all?
37 million years of succesfully culling the heard vs 50k years of haphazard biological evolvement. I wouldnt feel the need to waste any effort broadcasting that. It would be a waste of electricity to even consider the notion.
Wrong, wrong, and wrong.
The Reapers don't steamroll, they have to fight. They're not invincible. That's why your odds of beating the Reapers if you complete all of ME3 and have 100% readiness and high EMS are about even, because they can be killed.
Broadcasting images simply causes fear and causes people to consider surrender. What is to be gained? It makes it easier for the Reapers to harvest them all without having to spend time and resources (and possibly losing Reaper capital ships) fighting them.
And there is indeed precedent in ME3, you just didn't play enough. One asari world surrendered because the Reapers promised an all out attack that would have killed them all, and they surrendered because they were more afraid of that then what happened afterwards (harvesting, presumably). That was from scanning the planets in Asari space.

What evidence do you have to support your assertion they don't employ psychological warfare? There is none, you only see two Reapers prior to ME3 and they were sneaky Reapers, not an invasion force. On the other hand, there is a mountain of evidence in game that they do employ psychological warfare:
A) broadcasting images of defeat
C) the burst of digital noise they use is specifically to scare whatever they're attacking.

This is the same thing they did with Cerberus Daily News for ME2. The real-life date of each news post corresponds to the in-game date (offset by ~170 years and a couple of months, naturally). Hence, the invasion of Earth began a week or so after contact was lost with batarian space, and (as revealed here) Palaven was attacked a couple of weeks after Earth fell. I expect the next story to involve either Sur'Kesh or Tuchanka.
I think it's a pretty neat way of establishing an in-universe timeline for the Reaper War, but it seems like it's being derailed by disgruntled fans.

Correction: the ending is not kosher with the rest of the franchise, including the ANN postings.
