By all Mass Effect Lore accounts the oldest concrete timeline we have in relation to the Reapers is The Leviathan of Dis. At 1 Billion years old, and the "cycle" occuring every 50,000 years then there were AT LEAST 20,000 "cycles" that took place.
*According to the Leviathan from the DLC, Harbinger was the first Reaper ever created and accomplished the first cycle SINGLE HANDEDLY. Which means, 1. He is a True OG and 2. He is much older than we can currently guesstimate making his actual Kill Count much higher than 200qd but any further guessing would be inaccurate/heresay.*
With trillions of organics in the Milky Way Galaxy (evidenced by multiple lines of dialogue in the MEU), it could be easily assumed that there are 10 or so Trillion organics, most of which are killed.
Acknowledging that Harbinger is in FACT the Oldest, most Powerful and most Experienced Reaper in history and the fact that the Collector's were Harbinger's idea and personal project, makes him the #1 reaper.
Which means Harbinger's MINIMUM Kill Death Ratio is 200, 000, 000, 000, 000, 000, 000 to Zero.
There is no other fiction being/entity that has that high of a kill count, making Harbinger the most badass killing machine (no pun) in (real life) human history.
