So since as of yet there really isn't a modding area I thought that this would be the closet place to pose this question. Does anyone know if there is a way to make the outfits that are worn in the romance scenes wearable as casual outfits?

Long version, yes, see here for instructions.
Short version, yes, add the following line to casualappearances in coalesced.bin:
(Mesh=(Male="BIOG_HMM_ARM_NKD_R.NKDa.HMM_ARM_NKDa_MDL",

Make sure the ID# is unique, the outfit will be selectable from the amor locker.
