Out of all the human squadmates we've had since ME1, he was the most fun and interesting. Ashley and Kaidan probably have a lot more fans, but only because they have been around since Mass Effect 1. That, and characters that are romance options both tend to have more fans, and more vocal ones at that.

I think he starts out strong, then drops off a little once you get a ways into the story. He sort of plateaus at that point, and I never really gained more appreciation for him.
Maybe if ever played again I would have a higher opinion of him, but for now, I'm just neutral.

He's certainly effective with fortification and carnage, if you meant the question that way.
As far as conversations go, he's interesting, but his best stuff is interacting with the other NPCs. Bragging contest with Garrus, getting Ashley drunk, joking around with Cortez, etc.
Its nice to have a companion or two who isn't about to go emo on you at the drop of a hat.

James was human, and more of a regular rank and file kind of guy than most of the people we're used to. I enjoyed talking to him, and felt he was a worthwhile presence on the Normandy.

My first playthrough I actually brought him along on missions I was iffy about, just in case I had to sacrifice someone...If I had to choose between an extensively developed character and the new guy you don't really know, well it was no contest T_T
He's a sexy beast though and should have been more developed AND been a LI for femshep :3

He plays the character Vega perfectly and doesnt come off as Kaidan 2.0 imo

I liked him for the same reasons, though I think his personality jives more with a junior enlisted man rather than an officer. They should have made him a Lance Corporal, or whatever the Mass Effect equivalent is.
