Plus he was really useful on missions. I don't think he ever died when I brought him along on a mission. Between fort and his high shields he just eats damage. Gave him an N7 crusader and he's basically a tank.

This exactly. I've known guys from the military, and Vega is at least a reastic depiction.
I've lived on or next military bases basically all my life. And I've known as many guys like Vega as not. I've known as many guys with no connection to the military as like Vega as not. Which is what bothered me about him, he was a completely one dimensional depiction.
If that's the case, I think that you're saying there are many military guys like him. But I really don't think that makes him one dimensional, that makes him a realistic portrayal. Did you want him to talk about being in the drama club in high school or how he actually has a degree in sociology? Whenever I see stuff like that in games or movies, it just comes off as fake.

But I'll admit it seemed like he wasn't developed all the way, he had great conversations for the first half of the game and then didn't really have anything to say for the second half. He's just another victim of rushed production I guess

I think he was like Shepards guard when she was locked up, so I don't think it was out of the blue. And if you look at Shepard's dialogue options, paragon or renegade, it's not like he/she would make a guy like that think "I wouldn't dare try this."
Also, it's maybe the end of the world. People might be more willing to just say, to heck with it, I'm gonna call her Lola, consequences be damned.

If you don't agree on this, he never say it again. You don't need to be nice to him always, its like with Garrus or Ash in ME1. He is a litlle like Grunt. Give him reason to take you seriously.

Because all the others might be dead. That's probably all there is to it. Bioware just didn't really think this suicide mission stuff through. Replacing Vega with another potential corpse besides Tali would make the squad even smaller for a lot of people. EDI is another example of that.my Aim is True wrote...
squadmate in what they claimed was "the best game we have every made" they went through the list:
Wrex?.... no. Thane?......no. Mordin?....No. Leigon?......no. Samara?....no. Vega?....yes.
Why?
It's sad but what can we do about...
