Was playing Firebase Dagger on Gold with a Salarian Infiltrator yesterday.  Was knocked down to no shields and about <1 bar of health  (screen was red).  I cast energy drain and boosted my shields to full and the screen never changed from red to normal (it kept getting worse), with full shields and 1 bar of health for about 30+ seconds.  I eventually had to let myself get shot down to no shields and recover them naturally to remove the red screen.  

I've known others have this happen with their own class (Krogan soldier) and they had to get shot down to no shields to recover their screen as well.
