WHY do I constantly have to dismiss a pop-up telling me that the site rules have changed? Especially since it's also at the top of the page most of the time? It's like swatting a fly that won't ever die. Is the goal just to annoy people?
I GET IT, THE SITE RULES HAVE CHANGED.

I would like to know this as well.
I've read that pop up 15 times. I have actually read it all the way through a few times to see of something was different from the last one.

This happens to me as well, but only on occasion. My best guess (with my admittedly limited knowledge of computers) is that the site puts a cookie on our computers so they remember we've already seen it, but our computers periodically "forget," as in the cookies disappear or otherwise become invalid, and the site greets us as if we'd never had it in the first place.

This is indoctrination. xD This way, BioWare drills it into us that we are to behave at all times.

Popup has been removed. It was tied to cookies and set to popup once a week. However using a browsers 'back' button could sometimes cause it to popup again.
