Liara - I play a vanguard, she's my favorite to combo off of, also my LI.
Garrus - because he's Garrus
Tali - best character in the triology and I love drones
Wrex - Tanky, plus biotic, plus he's a badass Krogan
Thane - I like Drell, also he's got some biotics for combos
Mordin - For comedy relief, also enjoy his depth and moral complexity
Samara - Great characters and biotics/assault rifles is ftw

Five of the seven are fairly easy -- Garrus, Wrex, Liara, and Tali were all fantastic characters that cross all three games in some fashion, and Mordin was my favorite addition from the ME2 cast.

I think I would give Thane one of the last two slots, and then give the other to one of the female LIs -- I think I like Miranda a little better than Ashley, but it's six of one, half-dozen of the other. In fairness, I don't have much of a feel for Jack because she and I didn't get along in ME2 and then she died on the suicide mission, so I didn't get to interact with her in ME3. (Then again, if we're looking at all at skills, Ash might be a better choice as a pure soldier option.)

Garrus: Like you said, he's Shep's best friend and usually is given the best dialogue. There is no Shepard without Vakarian.

Tali: She's just so cute and awkward. Like she said to my Shepard at the end, she supported you as a kid on her pilgrimage and then with Cerberus going after the Collectors

Liara: She was never a love interest of mine, but I did enjoy her character. Her and Shepard had an extremely close friendship, even if she very obviously wanted more.

Miranda: I actually really liked her in ME2, and thought she had a great character arc. She became friends with my Shepard, and even without a romance she really melted her cold exterior and showed that she could care. Plus she turned her back on Cerberus for Shepard

Ashley: She's always my love interest, and I really like her character. Despite some saying she's a racist, she has extremely strong opinions for what she felt like she did in ME1 about aliens. Plus in ME3, she had more good reasons for doubting Shepard.

Wrex: Such a good character. I understand him not joining up with you in ME2 and 3 since he was reuniting the Krogan, but you can make Shepard have a really close friendship with him to the point that Wrex sees Shepard as a brother.

Legion: For the same reason as OP. He alone completely changed my entire opinion of the Geth and made me actively work to save them (along with the Quarians) in ME3. Plus I love when he says "Shepard-Commander."

Thane too. He's got to be there, I wanted more time with him.
Liara because although she's not my favourite she's crucial enough that it wouldn't be fair to exclude her.
Tali for same reasons as above.
Jack because I miss her.
Legion because he's awesome.
Grunt because you gotta have more Grunt, also because this dream team needed a good heavy


Mordin and Wrex not mentioned because I'd want to keep Mordin having a temporary place on the Normandy as he does now, and Wrex is plenty busy.
