1) Jack: She's my favorite character by far in terms of personality and story.
2) Mordin: He's just wonderful in terms of both personality and powers.
3) Tali: Who doesn't like Tali? She's like the little sister you actually enjoy having around. (I've heard they exist).
4) Legion: I never really found his powers useful, but his story was very intriguing. In some ways, the Rannoch mission in ME3 was like another loyalty mission for him, but it would've been nice to have him on the ship a bit more.
5) Samara/Morinth: Two great stories for the price of one, both with useful powers. I really liked the Samara character a lot.
6) Miranda: She's my favorite character in terms of powers (though, easily my least favorite personality). Plus, having both Miranda and Jack on the same team? That's always a direct flight to Funnytown.
7) EDI: As with Legion, her importance to the "organics and synthetics living together" storyline was significant (before that idea was crushed). Also, she and Joker are the only two who got anything resembling a happy ending, and I wouldn't want to BioWare their joy.
There are, unfortunately, no romances for me here (I'm a straight female and I play FemShep), but I didn't really like any of the romantic options presented to me in the series, anyway. Even so, every character on my list other than Morinth and Miranda is someone I'd enjoy spending time around, which is a plus. Even with Morinth, I'd like to hear more of her story and listen to her reactions to game events. Miranda...well, she has both Warp and Overload; it just can't be overstated how helpful that is on higher difficulties, even if you want to lock her in her room and lower the oxygen levels between missions.
I'm sure someone will question my decision to exclude Garrus. I know it won't make me many friends, but I was always sort of iffy on him. He had some good dialogue here and there, but he didn't really "click" for me the way some of the other characters did (except for the scene shooting bottles at the Citadel - that was lovely!).

1. Garrus (at this point, he feels as irreplacable as Shepard)
2. Tali (LI, great character, great background)
3. Wrex (Shepard.)
4. Jack (one of the most interesting characters in the series. Really like her development in ME3)
5. Mordin (assuming he's not dead. Someone else might get it wrong.)
6. Zaeed (Badass Old Merc. Kind of a Father-Figure for my Shep)
7. Grunt (Can't hurt to have another Krogan)

Garrus
A batarian (a new perspective of a hated race. They did it with Legion (brilliantly so in fact) so it would be interesting see how Bioware would do it).
Miranda
PS Mordin on the Nomandy as the doctor.

Wrex & Garrus: If the game allowed it, these would be the only 2 i would ever use. Combined with Shepard,Trio of awesomness.
Fell in love with the back and forth discussions in ME. Wrex's brutal honesty, Garrus' charm.
Every mission with these two felt like you were going hunting with your favourite buddies.
Ashley: my default li, the stubborness and no bs attitude
Liara:the enthusiasm about all things ancient, character arc
Tali:the girl you get to see blossoming to a woman, the humour
Mordin: how can you not love him, no other reason
Legion: the naivety, not a bad bone in his body

Liara - a hot blue scientist with a warm heart, what else could a man wish
Wrex - "Shepard" "Wrex" ...
Mordin - the most awesome Salarian ever ... man, I still miss him and his breathless talking, but his sacrifice will not be in vain
Samara - kind of "mother figure", basically the only character in the game whose council I can imagine my Shepard(s) to seek
Garrus - I have to admit that I did not really like him, at first. But he really grew to be my bro during his loyalty mission (I cannot count the number of times I reloaded, trying to decide whether I should let him shoot or not)
Tali - somehow utterly useless, but I really cannot imagine Mass Effect without her
I could stop here, but when I have to pick a seventh options would be:
Miranda - if I ever have to throw someone off a cliff, that's you, Cerberus-Cheerleader
Javik - if Bioware didn't allow us to talk us out of every tough decision, my Shepard would be a lot more like him
Legion - still hasn't told me about the N7 armour plate...
Wrex - "Shepard" "Wrex" ...

1) Garrus - bromance. How can you not pick him after the beer-shooting scene?
2) Tali - love the character, lots of growth. Sarcastic wit. Eye candy.
3) Liara - didn't really like her in ME1, but liked her in ME2 and loved her in ME3. Really matured. Plus, her gifts in ME3 were really very touching. Also useful in missions for biotics.
4) Legion - I think he's adorable. His confused Shepard cosplay makes me lol.
5) Miranda - LI in ME2 and 3. Also an excellent squadmate in missions (overload and biotic detonations).
6) Mordin - Tech expert for the ship. Character is very entertaining. Very good voice actor.
7) A batarian. After what Legion revealed about the geth, I wonder if there's another, less scummy side about the batarians that I should know about.
Honorable mentions:
Javik - love his humor and the way he talks. I don't care if he sound Jamaican, I like it. Also, it's interesting keeping a Prothean on the ship.
Edi - for Edi + Joker lols.
James - I thought he was just a meathead at first, but he's a good guy. And his heart is in the right place under all that bravado. I like the character.
Kasumi - wonderful humor.
Wrex - my favorite krogan. The only reason I cured the genophage.

Garrus: There's no Shepard without Vakarian.
Tali: Joint loyalist squadmate, my favourite potential LI.
Grunt: The genetic destiny of the Krogan, and should be standing by his Battlemaster in the greatest war ever fought.
Miranda: A ****, but damned good at everything, and gets any job done.
Jack: Extremely powerful Biotic, and deserves to get a chance to take down Cerberus, and settle her difference with Miranda.
Kaiden/Ashley: They may not hold the same level of trust from or for Shepard as they once did, but they deserve to be given a chance at reconciliation, and to finish the fight they started.
Female Batarian abolitionist: An entirely new perspective on the Batarian people, and a character that won't be in awe of Shepard.
Raloi: The greatest warrior from amongst the newest species on the the galactic stage, thrown into the mix by fate, and showing events coming full circle, with humanity beig the council race telling another species they're not ready, and should know their place. Dialogue would be skewed Renegade or Paragon opposite to which ever Shepard has more points for, to give the player a taste of just how contentious and aggravating Shepard must have been to the established voices of authority all these years. Would serve the same role as Vega in being Shepard protege if the player chooses, and even put forward for SPECTRE candidacy toward the end of the game.

Liara, Garrus, Tali, Miranda, Jack, Grunt, and VS for me... mostly because I find them to be either be the most interesting or want them to be there for the final push, as I believe they deserve it and can contribute a lot. Can I have a +1 for Legion also..? I value him on the field more than Tali, but Tali plays such an important role to the story that I guess I'd have to choose her if not.

Here we go, watch as I amaze you:
1:Kal'Reeger
2:Garrus
3:Samara
4:A Batarian chain-smoking hacker/tech expert from the now defunct Hegemony.
5: Captain Kirahee of the Salarian STG.
6: Wrex
7: A Vorcha berserker.
Two new characters, both from species we've yet to have on the crew. Some returning favorites and two characters we know and love who can now join our team. That's how we save a galaxy, folks.
