I can't seem to find Kenneth and Gabby anywhere on the Citedal. I ran into Kelly without any problem but, I can't seem to find those two. Any help?

Go to the Spectre office in the presidium area of the citadel and use the info station, authorize something regarding Kenneth and Gabby, and then the next time you enter the Normandy they will be in the engineering room. I'm afraid I'm not sure after which mission this option will be available, but it's relatively early in the game

Unless you have to wait until after Priority: Citadel II it looks like my save is bugged. Does anyone know of a way to unlock them using either the Gibbed Save Editor or the Coalesced.bin Editor?

I have the PS3 version, and Kenneth and Gabby appear with no problems, but Kelly doesn't spawn.

I just figured out how to fix it. If anyone else runs into the same issue, you have to use the Gibbed Save editor. You'll want to set 3631 and 3632 to false. Here's a link to a bunch of the plot flags they figured out.
