Many people have complained about Liara not properly recognizing the events of "Lair of the Shadow Broker", so here's how to fix it.

Requires Gibbed Save Editor which can be downloaded here (sort by "last modifed" to get the most recent build).

EDIT:
The newest version of Gibbed (saveedit-r79_b97) has the proper options added as standard checkboxes. On the ME2 "missions" tab, put a check next to each of the LotSB missions. On the ME2 "romance" tab, put a check next to "Liara toured the Normandy". Once that's done, and you've saved the game in Gibbed, you should be good to go.

(Below is the original process needed to set the variables. With the newer versions of the Gibbed editor, setting the booleans manually is no longer necessary - just follow the instructions above and you should be fine.)

Set Liara to recognize the romance activities related to LoTSB

1. Open save game editor and then go to the "Plot" tab.
2. Input all of the following IDs (one by one) into the "Bool" textbox. Then press "Get" button. Tick the box for to set true.

14169, 6927, 6931, 6815, 7051, 7035, 7151 and 6941

I started a NewGame+ with a character who had remained faithful to Liara and re-started the romance in LotSB. The only three of the above booleans which were set to "False" were the last three. To set these to "True", simply check the box and click the "Set" button. Save the game, and you should be good to go. Note that just to be safe, I did the save-file editing before leaving Earth at the beginning of the game.

Details:
Although I'm still on the Palaven mission so I haven't progressed very far, it seems to be working properly. In the first conversation with Liara after talking to the Council, she said "It's been half a year since..." rather than "It's been years since...".

But seriously, thanks for the instructions. One never knows when things like this can come in handy...

The 19722 gets set to true a bit later in the game as you continue the relationship.

I cant remember which part it gets set on tho. But its near the end of the game. About 3/4 in

The TrueLove value will only be set once you get past the "I want to be only with you" stage. For LIs that you can have sex with in ME3, that's usually it.

Yes I know, but don't you think that's a little nonsensical in this case since you just went through all of the "reaffirming the relationship" stuff in LotSB? Now six months later you have to do it all again because...uh......

I was kinda hoping that it wasn't the case, but I'm not particularly surprised.

Yes, I found it sort of odd that I had to 'reunite' or 'reignite' the relationship when it feels like you already did that 6 months ago after taking down the Shadow Broker. It makes their relationship seem somewhat unstable. But then again, I guess it would be considering they keep getting separated and time goes by. So I guess after 6 months they would have to make sure things were the same. What gets me though, is so many times she refers to you as a 'good friend', when you are far more than that. That doesn't make sense to me, and bugs me a little. Bioware should have inserted certain conversation options and lines from her that were different from the standard if she was your LI. For instance, when she brings you the gift in your cabin... that whole scene is very 'friendly' when it could have been romantic. I just didn't like some of the vanilla/standard scenes that could have very well been romantic scenes if she were your LI. They could've done a better job with it, but overall I am very pleased with Shepard's relationship with her. It felt very real. It was also very sincere, and genuine. As well as sweet. I love Liara.

It doesn't make sense from a story perspective, which makes sense because of their new view on things which is throw the story out for gameplay and for new people. It's obviously set up that way for newer people -.-.

At least be happy you get an actual relationship with your LI, ME2 people got screwed.

Yeah, you're right. Folks who romanced Thane, Jacob, Jack, or Miranda got the short end. I've heard that Miranda's romance isn't *too* bad, but the others got the shaft.

And FYI folks, the newest version of Gibbed ("r79_b97" is the one I have) has some of Liara's plot flags included as checkboxes so it may not be necessary to change all the flags manually anymore. After loading your save, go to the plot tab, and the ME2 sub-tab. The sub-tabs for missions and romance have the LotSB stuff.

Unless ignorance is clouding me, it still doesn't make much sense to use the GUI clearly.

I'm not sure what you mean. You're having trouble with the save editor?

Editing your save game will not get you banned.. ever..

You will only get banned if you mod the coalesed.bin file to give you an unfair advantage in multiplayer. And only multiplayer.
Using a modded coalesed.bin in single player, will NOT get you banned

I was kinda hoping that it wasn't the case, but I'm not particularly surprised.

It was kinda sensical if you cheated on her, she's all "don't ask, don't tell" in LotSB, except for a snippy remark about your choice ("And now Garrus is doing a little more than just calibrating the Normandy's guns!").

Garrus has the most awesome friendzoning reaction I've ever seen, in-game or IRL, by the way.

But yeah, they could've bothered to put that into LotSB. There's a lot of those inattentive import problems throughout the game, and they all matter a bit more than whether you insulted Conrad Verner this time around. (f.e. the Rannoch Peace option might get locked out if the game feels like it even if you meet all the requirements -- as it did for my Talimancer Shepard; the relevant ME2 plot flags were ALL set to FALSE despite coming from a 100% cleared playthrough, unless Mordin's death in the Suicide Mission matters to Quarian-Geth relations)

My femshep romanced Liara in ME1 and LOTSB, I have Gibbeds save editor r79_b97, and the only option it had for Liara under ME2 and the romance tab is "Liara toured the Normandy in LOTSB". Is this sufficient ?, editing my save this way doesn't lock up my game, but editing all the ID's mentioned above did.

Edit: OK, under ME2 and the romance tab I selected "Liara toured the Normandy in LOTSB", saved my game and it loads fine without crashing ,unlike  when I set the ID's manually. I checked the ID's on my modded save and all the flags except 7035 are set to true, I'm on mars saved just before you take the lift up to where you meet Liara first. I hope this is enough

@J0hnick:
You should also check off all of the LotSB missions as complete on the "missions" tab in Gibbed. Those plus the "Liara toured the Normandy" one should be enough. Pretty sure he added those in so we wouldn't have to set the booleans manually anymore.

I've never used the Gibbed Save Editor before so this question may sound kind of foolish, but I need to edit the save before import into ME3, right? I'm just wondering if I edited my ME2 file and reloaded a save before Mars, if that would work?

Does anyone know exactly what code 7035 is from, or does?

Its the only one that is still set to false...and i thought i did everything in LotSB of note...unless its from something that many people seem to be missing...or its just bugged like that for everyone..  as ive noticed a few people where it is set to false.

Im a bit apprehensive to set it to true, as im afraid it might overwrite something else and cause a conflict, if it is indeed ment to be set to False...

As far as I know, it's an ME3 import issue rather than a problem with the ME2 saves. What I did was save and apply the changes right after I got control of Shepard at the beginning of ME3. That way, it's done before you ever meet Liara.

As I said above, the new version of the editor has the proper options as check boxes, so as long as you check off all of the LotSB missions on the ME2 "mission" tab and the "Liara toured the Normandy" on the ME2 "romance" tab, you should be good to go. Save as a new save just to safe, load up ME3, and Liara shouldn't act like she hasn't seen you in 3 years when you meet her. If you're still unsure, feel free to PM me and I'd be happy to help you out.

@Ajosraa
As I said in the OP, it was one of the three set to "false" when I imported from ME2. Checking with the newest version of Gibbed, I have three things unchecked - LotSB missions B & D, and "Liara toured the Normandy". Fooling around with the values tells me 7035 is "LotSB mission B".
