I'm just ANGRY at BioWare right now... They could've fixed that mistake in the three patches that they've released so far. I don't think that changing one bloody value while importing saves would require that much of an effort. After all, we did pay them for the LotSB DLC.
By the way, does anybody know what bool 7035 does? I just searched the net and apparently:
However, Gibbed leaves 7035 false.The ones that are glitch on import are 7035 (iirc) and 6941. They are both set to false when they should be true if you continued the romance in ME2.

You still have to wait until about 2/3 or 3/4 through ME3 to "lock-in" the romance. This is apparently by design, since the romance locks in around the same time for all of the romance options.
It's ridiculous, since you just did all of the affirmation nonsense 6 months before (in game continuity time) during LotSB, but for some reason the BioWare writers felt like treating all imported or new characters equally despite the ME2 LotSB DLC (which should have eliminated a long, drawn-out lead-in to the Liara romance). Just another example of dev laziness I guess, although the Liara romance is still *miles* better than most of the other imported ones - I still feel bad for Thane, Jack, Jacob, and Miranda fans.

While that might be true, it may also be an issue with how ME3 handles the import. Since the devs won't stoop to conversing with the likes of us (unwashed masses and all that), we don't know where the problem is.
Edit:
There's a txt file of all the plot flags for imported saves and ME3 itself here if anyone is interested in checking it out. However, in a lot of cases it's not real specific about what each flag actually does.

And I'm not sure what "PlotInts=((ID=10016,V=4))" means either, since mine is set to 6, not 4. (Now that I'm thinking about it, it's probably because six of my PlotIDSets are set to true.)
Edit: I took some time checking ME2 and found out that the 'Mission B' (bool 7035) isn't related to whether or not Shepard watched all vids on the Shadow Broker's ship. Reading all dossiers (apart from Morinth's) has had no effect, either. Finally, I took all possible investment opportunities (some failed, of course) -- no effect. In addition to that, it's impossible to confront Aethyta on Illium. I don't know what else it could be.

Thanks for clearing that up. I was momentarily hopeful that I'd get a game spanning romance instead of just an end game one with the one squadmate you can actually romance in ME1 and ME2, but I guess no dice. Sad. Big mistake on Bioware's part.

The ints are usually used to track things like relationship progress, so I would guess that a value of 4 for 10016 is the minimum required to be considered a romance.
And yeah, I'd love to know what each of those flags does as well. 7035 is one of the ones that is supposed to be set to "true" if you played through LotSB regardless of a romance (along with 6815, 7051 and 7151). 7200 is supposed to get set to true for playing the DLC and is separate from the romance, while 6927 and 6931 are apparently romance-exclusive.
I assume that there's a bool or int for watching the vids - I remember at least one occasion where I didn't get the "I saw a video of you watching Liara" reply when talking to Aethyta on the Citadel, and I'm pretty sure I had all the known LotSB bools set to "true" at the time.
Also, I was wondering if you had all of the LotSB options checked in Gibbed with a new import. If you look here, you'll see that I had B and D unchecked when I imported and I'm pretty sure I'd covered everything in LotSB.

@jimbo32: Yeah, your explanation for the int 10016 makes sense. I guess that's also how the game decides whether or not Shepard romanced Liara on the Normandy. And, unless 6941 set to true, ME3 never gets to the point to actually take 10016 into consideration and open up different dialogues (since ME "thinks" that Liara wasn't aboard the ship and therefore there's no point in considering romance-related variables).
I think this issue would be easy to fix. Even though there might be a bug in ME2 LotSB which corrupts 6941 (sets it to false), the importing program should check INT 10016 and if it's >=5, then it means that Liara had to be on the Normandy, because it would be impossible to get so high value otherwise (and the bool 6941 would be automatically corrected to TRUE).
By the way, you can check my Gibbed screenshot here (fresh import, no changes yet). I watched the vid on the SB ship, and I also got to talk to Aetheta about Liara's picture in ME3. I think this could be the mission D, because it doesn't make much sense for the game to require a certain int value to initiate the conversation with Aetheta about Liara. After all, you don't have to romance Liara to see that particular vid.
As for the mission B, we should also consider the possibility that it's just a redundant variable. Maybe BioWare wanted to add some additional content to the LotSB DLC, but it was eventually dropped out and they just forgot to delete that particular flag.
Anyway, I got to finish my second playthrough yesterday. And I didn't notice that the romance from LotSB was reflected in the final goodbye at FOB on Earth. Still, I don't think I've every played any other game where I cared about a character so much as I do in the Mass Effect trilogy. So, ultimately, BioWare did a great job.
Well, I'm going to start another playthrough soon with the bool 6941 set to TRUE from the very beginning to see how much I missed out on.
