Gold challenge should be available only for N7 - ranks over 100

Look at the character level and weapons for an indication if you should play with them, or even better get some friends and play coordinated games with them if you want a surer chance of success.

N7 levels that high are only due to promotions. Many don't care to do that. It's a preference that has nothing to do with their skill.
The elitist attitude isn't the right way to go about it, even if you're frustrated. Just try and boot people you find unsatisfactory, or leave the group if it bothers you that much. Heck, get some friends together for Gold runs to avoid all of those issues.
There is no reason to have an exclusion system in place.

As far as N7 rating goes, it's just bull. I most always play with a friend who's only interested in soldiers and engineers and he's as good if not better than me and I have 2 times his rating.
What we really need is a true lobby where we can actually see the games that are being played. We also need a more convenient way to add friends on PC. I've played with some very team oriented dudes, and we were really fast/effective. Too bad I couldn't add them.

I've played with N7 600+ characters that have been absolutely appalling. Likewise I have played with an N7 30 using a level 20 Infiltrator that got the second highest amount of points in a game.
N7 level is not necessarily indicative of skill.
I'm N7 180 on PC (having only promoted 3 times), you know what happened the first time I went to play Bronze on the Xbox 360 three times in a row? I got kicked because I was a level one character.
When I finally got to play a game of Bronze guess that happened? Got the highest score in the match, as a level 1, despite playing with three level 15-20 characters. Sometimes it's worth giving the "new guy" a chance.
In my opinion, loadout and character build are much more important when playing higher difficulty MP matches than your N7 rank.

N7 rating just for lure people who has tendency become a 'dumb elitist'
just allow people who already reach 120 or 80 above, because not all people stupid enough to realized.
I'm at 500 because i want to promote character into War Assets until reach 40 times promotion (Now already 15 times).
so by the time i enter the SP i already have 3000 War assets, just for best ending, I'm getting a bit tired playing MP for just increasing GaR / EMS
since my region is like two countries and my EMS drop too fast
it's said 1 day drop 1 %. but in my place 1 day drop 2 or 3 % !!!

Period.
I don't see why Gold needs a rank requirement though, it is not that hard. My first gold was when I was like.... level 16 Turian Soldier with Saber 1.

The recent buff made it like 15% better than it used to be, if not more...
Carnifex was just as good, if not better seeing as I only had level 1 mods for the AR's and level 5's for the pistols.

N7 rating is useless for the most part. Look at the equipment of the people playing for a better reference. I've seen plenty of idiots in gold lobbies using Avenger X's
So my adept bringing an Avenger X is an idiot? The scoreboard at the end of the match says otherwise. Most people who play biotic classes don't care about the weapon itself, just the cooldown it gives them. Just saying, equipment is all well and good, but keep in mind the class they're playing as.
Biotic classes: Level is far more important than equipment, because higher lvl = stronger biotic explosions.
Everyone else is a toss-up. Obviously soldier classes need better weapons, level is less important. Infiltrators can dominate with good weapons and low lvl (I was in a gold game with a lvl 4 SI that placed 2nd on the leaderboard...and he only had a Widow II. I lol'd at the people who had tried to kick him at the beginning of the match, they were at least 30k points lower than him). Sentinels, Vanguards, and Engineers...really depends on their playstyle. Most can do well with decent weapons and/or reasonable lvl.

i am confused since when did N7 mean anything about skill.....
You take what you've got, an N7 rating is the best, not ideal though, way to asses the skill.
Seriously, even if you decide not to promote, you easily reach past 100N7 making the OP's idea pretty darn enticing/

I would rather have an equipment requirement because I don't really care about their n7 rank. I just hate when people join with lvl 1 or 3 guns
Certain level one to three guns are fine. Such as any N7 weapon, the Javelin, Claymore, Widow / Black Widow, etc.
It's just when people are using the Mantis, Avenger, Predator, Scitmar, etc. That's when the **** hits the fan for me on how bad a player is on gold.

So no, you can't use it, especially at a high number, as some sort of bench mark. High rank = time played and willingness to promote. Not skill. Maybe a character level could e used to keep level 5's from jumping in lobby or the like, but thats it.

Defensively; in my eyes N7 above 150/200 is good enough but there is no way you will convince me to trust blindly and go with 50N7 player to gold, especially when investing lvl III equipment. Too much risk
I don't even use equipment on gold matches with random people. If it's a good team, you don't need them. If it's a bad team...I don't think a slightly shorter cooldown for my Reave or slightly more damage from my Phalanx will save them. Just like how if the entire team gets downed on wave 1-3, I'm letting myself bleed out, since wasting 4 medigels on almost certain failure is a bit silly.
