I think they wanted to use a smaller squad so they could focus more on character/relationship development.

Bioware said they would have less squadmates this time so conversations between them could be more frequent and viable
I expected more chatter and banter within the squad however. DA:O did it pretty well

I'm not as disappointed that I didn't have "temporary squadmates" as much as I was that most of the ME2-specific characters only got cameos that honestly could have been dropped without really impacting the story.
IIRC only Mordin & Legion played big roles in this game.
-- For example why couldn't we get Samara to vouch for everything to get the Asari onboard earlier
-- Why couldn't Jack & her students help provide support for Shep on the battlefield
-- Kasumi & the gray box [if kept] doesn't add anything IIRC
-- Jacob certainly didn't use any Cerberus contacts to gather war resources
-- Miranda only really put a tracker on Kai Leng ... aside from that forgettable for such a high level operative
-- Grunt was mostly invisible on Earth. I'd have loved to have been able to have called in some Krogan support during the last couple of waves in the battle for Earth.
-- Zaeed: Why couldn't he rally some of the Blue Suns or other Merc groups
-- Thane: Honestly I think things would have flowed much better IF it was Thane that put the tracer on Kai Leng as it would explain more things about the fight. It would have made his victory all the greater at that point.
So much potential and almost all of it wasted.
