No. I got it when I got the CE game and have only referred to it once. Overall the layout is terrible and its hard to find anything in it easily. Just google what you need or simply come here and talk to the experts.

My two cents: bought a CE one for completeness and so I didn't miss anything on my first run through. It's a lot better than the guide for ME2, obviously written by someone who is a fan and has actually played the previous. Also, it usually points out where the differences are between an import and the vanilla game which is nice. The only glaring thing missing is anything about war assets. It notes mission ones, but the scanned ones are lacking. The multiply player guide is kind of useless if you've played any type of online shooter before, but equipment guides do help. CE guide has some additional artwork and sidenotes, but they didn't cut out a quarter of the guide this time like the vanilla ME2 guide, so you won't miss much. All in all, it's a decent deal, if you like them, but as pointed out, everything is pretty much online now.
Sidenote: I was mildly disappointed that there wasn't a poster with the CE book this time. Even if the first two weren't the greatest, I was saving a space for one more. Oh well, maybe I'll get a litho instead.

No, because the interwebz is free. Plus, if you aren't getting all the information you want... you can just go search for a better answer. Print guides usually try to stay spoiler free, so they can be kind of annoying in their ambiguity.

If it's free then yes. If not then just look up your questions online.
