New character, has previous playthrough war assets

Created a new character and my war assets are all listed from the previous playthrough.  I think I saw this listed before but I have some details for my bug I didn't see posted.

I had four characters that I had imported from ME2 and on three of them I had done an ME3 import to run insanity.  I decided to do a fresh new game with an unimported character on a class I hadn't played (engineer).  When I started I had all of the war assets from the previous playthrough (7000+).  This run is fun so far as I had all crew surviving in the imports but I cannot collect items doing planetary scans for the artifacts needed on Citadel miniquests.  Also, as I had Wrex in the previous run and now Wreave on this one, I have BOTH listed as war assets.  There are a few more glitches such as I killed the reaper-made rachni queen in this one but still have the rachni workers listed.  As far as system scans, I get no artifacts but the destroyed fuel depots still show up.  As I think I collected all items in the previous scans I have no idea if artifacts I would have missed would show up.

Having fun on this run with the different dialogue and results but curious what my true war assets would have been.  I can understand some bugs in a complicated game like this, but this particular bug (and some others) seem to points to a real failure of your QA.  You DO have a QA department, right?

P.S.  Also, how come when I install both disks on my HD, I still have to jump up and down switching disks?  That is just dumb but guessing there is some reason that doesn't involve playability for your customers.  Or lack of QA.Image IPB

Microsoft requires it. You must have the physcial disc with the content you are currently playing in the xbox. Blame MS for that annoyance. Also don't do any side missions until after Sur'kesh (no missions will timeout and fail before this) and you will reduce the amount of disc swapping.

Ah!  I thought I had installed multidisc games before and only had to keep the first disc in at startup to access all parts.  Maybe that was true then and they changed it or... I've been indoctrinated!  DUN DUN DUUUUUUUH!  Image IPB 

As a side note on the issue with war assets from previous playthrough, I can deal with having a plethora of unrelated war assets e.g. both Wrex and Wreave as assets, and minor annoyance of having quests I can't finish (various artifact collections) but am bummed about not getting upgrades from stuff.  Pretty minor all in all compared to others, but hope it is a quick and easy fix.

From what I understand that works if all of the game data is on one disc and the other disc is filled with texture data.

So
disc 1 is the entire game with low/okay graphics/movies
disc 2 is all of those graphics/movies in a higher resolution

i'll say this is a rather huge bug. not being able to do any of the side missions involving scanning certainly isn't game breaking, but still huge....no responses from any dev on any forums thus far though...

is this a widespread problem? cannot seem to find any answers anywhere on the web, would greatly appreciate it if someone could point us in the correct direction

I have the exact same bug; same set-up.  Ran through twice with imported characters then started a new character and have all previous war assets already listed and can't scan planets for artifacts or intel (although can still scrounge fuel).  Very annoying as wondering if this will impact achievements (this is my first insanity run through).

If it helps, I can confirm I was able to get both the Unwavering and Insanity achievements despite the bugged war assets (no scanning available in my playthrough).  So it doesn't seem to impact anything regarding completion.
