It's one of the few Quarian males you encounter (and the second one you speak with). He looks cool, has good lines, and its Adam Baldwin, wears red, all of which make him memorable. By no means 'random'. Also, many other 'random' characters reappeared, so why not him? People constantly moan about Shiala, don't they?

see this is what I think also. the email says Kal and his squad died defending the point. They could have a dlc where Kal shows up alive and in enemy custody or something. He was THOUGHT dead because his team all got killed but because of the reaper attack they were never able to go retrieve the bodies and verify.
Maybe have a giant cerberus base where Kal is being held and you have to rescue him.
Or you get a distress call from an injured and infected Kal calling for help. You have to land and fight through waves of enemies to find your way to him.
There are ways.

Also, Kal'Reegar is only one out of almost ALL of the side characters that didn't appear. The only side characters that do appear are the annoying fan and the annoying reporter. Every other side character was scrapped, their storylines either completely missing from Mass Effect 3 or handled in an e-mail.
I know there are limitations to making videogames, but they knew beforehand they were making a trilogy, and they knew beforehand these things were going to be important details. This should've been in their project plan, and apart from someone's voice actor actually dying, these character should've been in each game. Not doing this merely shows that they can't handle an even bigger project than a single video game.

I would have prefered this immensely. Reegar is too badass to have to make sense.
