Yes there is. With stasis I go from a 4 second cd to a 3.6 second cd when I unequip my smg. That .4 second dif is pretty noticeable for me.

maybe the glitch is that it just doesn't show you the difference.
that doesn't change the fact that it you won't really notice it while playing.

When your waiting for another skill to use a detonation. You notice the time lag. I don't notice the difference as much for throw since the recharge is similar but there is a difference.  Without the smg throw is off cd when the animation ends. With the smg there is a slight pause. For, I notice the difference a bit more since I can fit 3 shots in between the next skill rather than 2 shots without the smg.

People have timed it in game. It's an acknowledged bug, and I don't understand what the argument about it is. The mod doesn't work and it should be fixed. What else is there to say?

I mean compare your cooldowns with your SMG with and without Ultralight. There is no change.

I don't really think its a bug rather than how the system is worked. You might still be above 200% but since you have a secondary weapon it changes the cd when looking at your base skills. Kinda like how you can go over the damage bar of a weapon with a mod.

acknowledged by Bioware, or acknowledged by the few people nitpicky enough to time cooldown use while using the most useless weapons in the game, just to complain about it?

It's incredibly easy to test without even having to enter a match. Shouldn't have to write it out step-by-step.

1. Equip SMG without Ultralight materials added
2. Enter powers screen and take note of your power cooldowns
3. Add Ultralight materials to your SMG
4. Re-enter powers screen and look at power cooldowns. There will be no difference between the cooldowns with or without Ultralight materials.

The fact that SMGs are nearly useless at the moment is also irrelevant. Ultralight materials has no impact on the cooldowns of your abilities. Something is not working as intended, which means it's a bug and should be fixed regardless of it's current impact on actual play.

that should be their #1 priority!

that will completely change the game and how it's played, and frankly, i'm surprised they haven't fixed it by now already. why is there not an online petition to light a fire under their proverbial butts?

we can live with the Vanguards charging off the map, or the castration of weapons like the Falcon for the time being.

Worthless sarcasm is noted. I suspect this and the other bugs are beyond the scope of what can be changed in their balance patches. Anything more than simple number changes will likely have to pass through several yards of red tape before it can be placed in our hands.

Not going to speak any further on the matter as it's now severely off-topic.

 For my soldier, I use the Widow and Crusader, and max out everything but Concussive Shot.  Cooldowns don't mean anything to me.

Okay I just tested out that Claymore build on Gold.

Its awesome, if your aim is good enough (emphasis on good aim). And contrary to popular belief with Marksman up and a Shotgun Amp, I can OHKO Phantoms with a headshot. Hell at half barrier I didn't even need to do a headshot. Just proximity mine, they do their cartwheel, walk up to them and blast them.

Works for me, purge fortification during rage and turn into a super krogan.
Think it was like 2 heavy melees in silver on a brute with this setup to take it down.
Was quite fun and surprisingly effective.

It's fun and can be effective in Silver.

It's a death sentence in Gold, however. Melee builds just don't work when pretty much everything drops your shields just by looking at you.

Well vs cerberus and reapers it's not so bad but geth really kill this build in gold.
You just gotta compromise running around and lure them in more in gold with this build.

Cerberus and Reapers both have their 1 hit kill units that they love to spam on gold, which makes meleeing a lot a bit of a liability on top of the fact that things can drop your shields very fast even on a Krogan, and you have no way of regenerating in the middle of a fight unless you can find a spot to hide where you wont be shot for 3-4 seconds.

I would say Krogan are better off doing normal gunplay until things get close, then unleash the headbutting.

This is more in retrospect to what is mutually entertaining versus what is expected among general players in gold.
You can be an effective krogan in gold as any class comes skill vs counter situations.
Not saying krogan > all situations  just krogan = fun. I mean come on who doesn't get a laugh out of 4 krogans taking down an atlas on gold with melee only.

That actually shows the difference of ULM technically.

Both pictures have the cooldowns at 200% but the cooldowns are different. That would only ever happen with the bugged ULM mod.
