I would think BioWare could make a system to "earn" items work. For example, everytime you promote a character you get a "coin." You can then spend the coins you gain at a store to buy what you want (everything from consumables to N7 weapons - each item of course has a different cost).
Another item could be to set mini rewards. Everything from speed runs, to kill X number of X mob in a single game/day/etc. Again, these would allow you to earn the weapons, characters, or consumables you want.
Another idea, if you get a character card for a character you all ready have maxed AND is at level 20, you get to keep the card. If you save enough cards you can again, earn the item you really want.
By the time you get what you really want, you don't even care because you know you have played/payed more than you should have. RNG, over the long run, destroys one's feeling of accomplishment(s). It will also be this games undoing (speaking only on the MP).

Implementing a whole new system would be a lot more difficult than changing the character drops, though, I'd think.

If they really want to stick with this random rewards model it needs refined. It's just too often I get useless junk.

just to make a small example of what i mean: imagine you have all 6 classes on 20 and there would only be 2 characters per class each (with say 6 appearance unlocks from cards) and only 1 weapon per rarity each (one common, one uncommon, one rare, one ultra rare).
so basically everyone would do this:
buy exact 92 recruit packs (72 for all char unlocks, 10 for the common weapon, 10 for the uncommon weapon)
buy exact 10 veteran packs (for the rare weapon)
buy exact 10 spectre packs (for the "ultra rare" weapon)
as you can see in this simplyfied calculation, without the character cards, everyone would spam veteran packs until he/she has every rare weapon/char to max and after that in every spectre pack there would be an ultra rare weapon.

Guess it all boils down to luck. I think they've done something about the drop rate for char cards because i just bought 2 premium spectre packs to test it out, and only got 1 char card, got 2 arc pistol upgrades and a carnifex upgrade so i'm pretty pleased at the moment
