There is no Sniper concentration mod for multiplayer. I suggest you look at a rarity list, I would recommend

System needs to be fixed. In fact, I probably won't be playing much more ME3 multiplayer until something is done (besides event weekends, where I can actually get something new FOR A CHANGE).
As it is now, since I have my stuff pretty much maxed besides N7s, I'm currently stuck in the grind. And who wants to grind credits for hours with most likely no reward? I sure as hell don't.
Fix it, Bioware, or you will see me, and probably a lot of other people, leaving this multiplayer behind.

Most of my weapons are X'd, so I was hoping for the weapons I USE ( Talon, Sabre, BlkWidow, Scorpion...etc) to follow suit..
Nope...I get 'character training'. Last 8 spectres, I got 5 krogan sentinels, and 3 turians
Aggravating. Spectre pack?? Yeah - garbage

I must have 2-3 gold weapons left to max up and I'm swarmed with character cards. I don't care about the N7 rating so all my classes are maxed up, but if with a better rating comes better chance to unlock rarer loot, I would be grindind like there is no tomorrow.

Aye, I managed to get stuck in a loot hell, and started using the term, way back in Vanilla WoW, before there were tokens and badges. Back when craftables were terrible and there was exactly 1 raid-worthy item per slot per class pre-raid, and one way to get it (random loot). I was on a priest, which in addition to the standard issues meant my pre-raid shoulders were on Father Flame, an optional boss in UBRS that everyone hated to do and I had to beg and plead just to get them to attempt, much less actually get and then win the drop since they weren't actually class-locked. I spent every free evening for quite some time farming for my Devout set, and I never saw the robe or the shoulders even drop, much less lose the rolls after I'm not sure how many UBRS runs (I lost track at 80.)
Now, I may have been on the low end of the variance, but out of several million subscribers that's a decent chunk of money to think about trying to keep. I don't play WoW as often as I used to, but I played very regularly for 5-6 years. If getting gear upgrades was as difficult now as it was in Vanilla, I would have quit sometime mid-BC.
Which is what brings us back to this loot system, its problems, and character cards gumming up the works. Right now I think the system is erring too far on the side of difficulty to acquire, and soon enough the number of people getting burnt out on it is going to climb.

Things I wouls like to see more of instead of Character packs:
Medi-Gel (something I seem rarely ever to get)
Ammo Bonus items
Weapon Bonus items
Armor Bonus items
Maybe less Thermal Clip Packs since I doubt anyone uses them to often. I have 92 of the stupid things.
Still waiting on getting a single Human Male Engineer and Human Male Vanguard card. I just have the default starter version out of the so called "Common" group. .

I figure, at the rate I'm going each 'N7' weapon upgrade is costing around 600,000 credits.
I think, with the hours I've put in, and the fact I have virtually all appearance options unlocked,
and all common weapons at level ten I deserve the good stuff.
At 60,000 credits, with a Character Card all I'm getting of any value is what can be bought for
15,000 credits in three Recruit Packs.
Ultra Rare up to a point is fine. That point should be reached when all appearances and weapon
modding is maxed out. I'm not stomping my foot saying I won't play online any longer, I just don't
see the point in withholding this stuff from dedicated players.
